Pre-Draft Consultation: Rathmichael Local Area Plan

Welcome to the homepage for Dún Laoghaire-Rathdown County Council's Pre-Draft Consultation for a Rathmichael Local Area Plan (LAP).
Dún Laoghaire-Rathdown intends to prepare a Local Area Plan (LAP) for the Rathmichael area.
The pre-draft stage consists of a period of public consultation which will inform the preparation of a draft plan. The pre-draft stage is the earliest stage in the plan-making process and it’s an important opportunity for meaningful engagement to discuss the main issues before a formal draft of a plan for the area is prepared.
To aid this consultation, the Planning Department has prepared a StoryMap which provides a context for the area and the plan-making process, and a pre-draft consultation Issues Paper and Booklet of Maps which pulls together baseline information by way of a study of various themes relevant to the area. The Issues Paper poses a series of questions under a number of themes to prompt ideas on the type of issues that the future draft plan should address.
The pre-draft consultation on the Rathmichael Local Area Plan will be on display both in hard copy and online from 4th April to the 9th May 2025 inclusive.
The pre-draft public consultation documentation is available to view at the following physical locations:
- Planning Counter, County Hall, Dún Laoghaire (10.00am - 4.00pm).
- Council Offices, Dundrum Office Park, Dundrum (9.30am - 12.30pm & 1.30pm - 4.30pm).
- All branches of Dún Laoghaire - Rathdown Libraries (during library opening hours).
Two public information ‘Drop-in' days will be held at the Stonebridge Community Facility, Stonebridge Road, Shankill, D18 FH04 on:
- Thursday 10th April 2025: 4pm - 8pm
- Thursday 1st May 2025: 4pm - 8pm
Car parking is available and recommended at St. Anne's National School, Shankill (D18 AV61) for those that wish to attend the consultation. The location of the car park can be found on Stonebridge Court. There is also very limited parking outside the Stonebridge Community Facility.
Dlr staff will be available to meet those interested in the pre-draft process during these events.
Submissions and observations are invited from the public and interested parties and can be made in either of the following two ways:

- In writing addressed to Senior Executive Officer, Planning and Economic Development Department, Dún Laoghaire-Rathdown County Council, County Hall, Marine Road, Dún Laoghaire, Co. Dublin.
LATE SUBMISSIONS/OBSERVATIONS WILL NOT BE ACCEPTED
Note:
- Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.
- All submissions and observations should include your name and a contact address and, where relevant, details of any organisation, community group or company etc., which you represent.
- Please make your submission by one medium only, i.e. hard copy or dlr consultation hub.
A Local Area Plan (LAP) is a statutory document prepared by the Local Authority in accordance with the requirements of the Planning and Development Act 2000 (as amended).
A LAP consists of a suite of policies and objectives to guide the development of an area for a period of 6 years. A LAP sets out a land use strategy for the proper planning and sustainable development an area and consists of a written statement and maps indicating:
- objectives for the zoning of land for the use solely or primarily of particular areas for particular purposes, or
- other objectives in such detail as may be determined by the Planning Authority for the proper planning and sustainable development of the area to which it applies, including the objective of development of land on a phased basis and, detail on community facilities and amenities and on standards for the design of developments and structures.
