The Part 8 Chief Executive’s Report on the Public Consultation was brought to the Elected Members at the October 2024 County Council meeting and its recommendations were agreed by the Elected Members at the meeting.

Blackrock DART to Park Active Travel Scheme at Blackrock, Co. Dublin  

The overall purpose of this project is the delivery of a pedestrian and cycle link which will be both safe and attractive, catering for all pedestrians and cycle users including commuters, leisure, and family cycling groups. The project is located immediately to the west of Blackrock DART Station between Bath Place and Blackrock Park. The project includes for up to 130m length of two-way cycle track, footways and associated verges tying into the similar Blackrock Park cross section and linking through to Bath Place (Blackrock Dart Station). To facilitate this link, a prefabricated bridge over the Priory Stream to replace the existing narrow pedestrian bridge is required. New sections of masonry wall will be required to close off the existing laneway and define a new boundary to the adjacent property. Sustainable Urban Drainage systems will collect displaced water from the scheme. Street lighting will illuminate the route with landscaping proposed within the verges. A new gateway feature is proposed at Bath Place to define the entrance of Blackrock Park.

DLR invited submissions/observations to the proposed Development: during a pre-draft public consultation that ran from Friday the 28th of June 2024 to Friday 9th of August 2024.

dlr are proposing the following development of Blackrock DART to Park Active Travel Scheme at Blackrock, Co. Dublin. 

In accordance with Part 8, Article 81 of the Planning and Development Regulations, 2001 (as amended), Dún Laoghaire-Rathdown County Council gives notice of the proposed works:

  • 130 metre length of two-way cycle track, footpath and associated grass verges between Bath Place (Blackrock DART station) and Blackrock Park
  • Prefabricated bridge over the Priory Stream to replace the existing narrow pedestrian bridge
  • Boundary wall to scheme to replicate style of existing boundary wall 
  • Sustainable urban drainage system
  • Public lighting system
  • Entrance pillars to Blackrock Park
  • Closing off of existing lane way by extension of existing wall
  • Removal of two sections of existing boundary wall to facilitate the route
  • Landscaping and ancillary works (including but not limited to the removal for future relocation of the existing folly)

 

Plans and particulars of the proposals are available for inspection from Friday 28 June 2024 up to and including Thursday 25 July 2024 during normal working hours Monday to Friday excluding Bank Holidays at:

  • Planning Department, County Hall, Marine Road, Dún Laoghaire, between the hours 10am - 4pm
  • Council Offices, Dundrum Office Park, Dundrum, between the hours 9.30am - 12.30pm and 1.30pm to 4.30pm

Submissions or observations should be clearly marked “Proposed Development: Blackrock DART to Park Active Travel Scheme”. All comments, including names of those making comments, submitted to the Council regarding this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
