Draft Old Connaught Local Area Plan 2025 - Proposed Material Alterations

The Draft Old Connaught Local Area Plan (LAP) sets out the policies and objectives to guide future development in Old Connaught. The Draft Plan and its associated environmental reports can be viewed and/or downloaded from the document list below.

The public consultation stage of the Draft Old Connaught Local Area Plan (LAP) ran for 6 weeks and ended on the 17th April 2025. Submissions / Observation that were received during this period can be viewed here.
A Chief Executive's report which summarises the issues raised in submissions / observations received was prepared and circulated to the Elected Members for their consideration.
The Chief Executive Report that was prepared on the Draft Plan Consultation is available to view under the documents tab below. The report is split into two volumes as follows:
* Volume I: Summarises the issues raised in submissions / observation and sets out the Chief Executive’s response and recommendations.
* Volume II: Summaries all submissions received and lists all persons who made a submission / observation.
The Draft Local Area Plan was published in March 2025 and following an initial period of public consultation and a Special Council Meeting in early July 2025, where the Elected Members considered the Draft Plan and the submissions made, they resolved that the Draft Plan should be altered.
Notice is hereby given that the Elected Members of Dún Laoghaire Rathdown County Council, having considered the Draft Old Connaught Local Area Plan 2025 and the Chief Executive’s Report in respect of submissions/observations received, have resolved in accordance with Section 20(3)(e) of the Planning & Development Act 2000 (as amended), that Dún Laoghaire-Rathdown County Council, being the Planning Authority of the County of Dún Laoghaire-Rathdown, proposes to make material alterations to the Draft Old Connaught Local Area Plan 2025.
A copy of the Proposed Material Alterations to the Draft Old Connaught Local Area Plan 2025, associated Map Booklet, the SEA and AA Screening Determinations in accordance with Section 20 of the Planning and Development Act 2000, as amended, and associated SEA and AA documents (including information on the likely significant effects on the environment of implementing the proposed Material Alterations that is included in the SEA Environmental Report on Proposed Material Alterations) will be available for public display and may be inspected from 25th July 2025 to 22nd August 2025 inclusive during normal opening hours at the following locations:
- Planning and Economic Development Department, County Hall, Dun Laoghaire (10.00 am – 4.00 p.m.)
- Council Offices, Dundrum Office Park, Dundrum (9.30 a.m. – 12.30 p.m., 1.30 p.m – 4.30 p.m.)
- All Council library branches during library opening hours.

During this 4-week consultation period, you are invited to have your say on the proposed material alterations. All submissions / observations must be made:

Following the public consultation period, a Chief Executive’s Report will be prepared on any submissions or observations received and this Report will be submitted to the Elected Members of Dún Laoghaire-Rathdown County Council for their consideration. The Chief Executive’s Report will be published on the website of the Planning Authority as soon as practicable following submission to the Elected Members of the Council.
Having considered the proposed material alterations to the Draft LAP and the Chief Executive’s Report on submissions / observations received, the Elected Members may, by resolution, make the Old Connaught Local Area Plan 2025 with all, some or none of the proposed material alterations. The new Local Area Plan will come into effect 6 weeks after the making of same.
A Local Area Plan (LAP) is a statutory document prepared by the Local Authority in accordance with the requirements of the Planning and Development Act 2000 (as amended).
A LAP consists of a suite of policies and objectives to guide the development of an area for a period of 6 years. A LAP sets out a land use strategy for the proper planning and sustainable development an area and consists of a written statement and maps indicating:
- objectives for the zoning of land for the use solely or primarily of particular areas for particular purposes, or
- other objectives in such detail as may be determined by the Planning Authority for the proper planning and sustainable development of the area to which it applies, including the objective of development of land on a phased basis and, detail on community facilities and amenities and on standards for the design of developments and structures.
The Draft Old Connaught Local Area Plan was on public display from 6th March 2025 - 17th April 2025.

A Local Area Plan does not contain development proposals, rather, it sets out policies and objectives to help guide any future development within an area.
A number of ‘Site Development Frameworks’ are set out in Chapter 4 of the Local Area Plan, which provide site specific parameters for future development.
All proposed development is subject to assessment by way of a planning application.
