Dún Laoghaire - Rathdown County Council operates a Development Contribution Scheme to part fund the provision of public infrastructure and facilities in the county. All planning permissions are subject to this scheme, including permissions granted on appeal by An Bord Pleanála, unless exempt in accordance with the provisions of the scheme.
What are Development Contributions Schemes?
Development Contribution Schemes are programs adopted by the Council in accordance with the provisions of Sections 48 and 49 of the Planning & Development Act 2000, (as amended).
They provide a legal basis for the process whereby developers and others are required to financially contribute towards the cost of providing public infrastructure and facilities, that will benefit development within their area.
Such schemes increase flexibility for local authorities in relation to the range of projects that can be funded from development levies, by allowing authorities to fund public infrastructure without necessarily tying it to a specific development.
Development Contribution Schemes also provide greater transparency and clarity when levies are assessed and applied to development, which allows developers to establish in advance what level of financial contributions may be applicable to a particular project.
They help ensure that local authorities can manage and maintain growth by providing key infrastructure to support local economies and communities.

Application of 13.98% Indexation from 1st January 2023
The rates of development contributions payable under the current DLR County Council Section 48 Contribution Scheme 2016 – 2020 and Cherrywood Development Contribution Scheme 2017 – 2020 which are both currently under review, will be updated with effect from 1st January 2023 in accordance with the SCSI Tender Price Index. Consequently an 13.98% increase in development levies will be applied as follows:

Section 49 Development Contribution Schemes
Glenamuck Scheme: The current rate for a residential unit of €28,882.73 increased to €30,326.87 per unit and the rate per square metre of commercial/retail development of €144.70 increased to €151.93 per square metre following the application of 5% compound interest applied on 10th December 2022.
