Proposed Domestic Violence Refuge for Women and Children at Kilcross, Sandyford
Notice is hereby given, pursuant to the provisions of the Planning and Development and Foreshore (Amendment) Act 2022 and in accordance with the requirements of the Planning and Development (Section 179A) Regulations 2023 that Dún Laoghaire-Rathdown County Council propose to undertake the following development.
- The construction of 12 number domestic violence emergency accommodation units for women and children, along with staff and communal facilities in three two-storey blocks, two with green roofs and one pitched roof incorporating photovoltaic panels, a central courtyard, 12 parking spaces, bicycle and refuse storage, 2m boundary walls with security fencing above including gates, access road with a turning head and lighting and all associated site works at Kilcross, Sandyford, Dublin 18.
In accordance with S.I. No.476/2011, Section 250, Planning and Development (Amendment) (No.3) Regulations,2011 and S.I. No. 296/2018 European Union (Planning and Development) (Environmental Impact Assessment) Regulations 2018, the proposed development has been subject to an Appropriate Assessment screening and a preliminary examination for Environmental Impact Assessment.
- The AA Screening Report showed that no significant environmental impact is likely on any Natura 2000 site and Dún Laoghaire-Rathdown County Council has determined that a Stage 2 Natura Impact Statement is not required.
- The EIA Screening concluded that there is no real likelihood of significant effects on the environment as a result of the proposed development and Dún Laoghaire-Rathdown County Council has determined that an Environmental Impact Assessment Report is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for an EIA screening determination as to whether the development would be likely to have significant effects on the environment.

- Council Offices, Dundrum Office Park, Dundrum, between the hours of 9.30am to 12.30pm and 1.30pm to 4.30pm Monday to Friday, excluding Bank Holidays; and online at

A person may question the validity of any decision of the Planning Authority within 8 weeks from the date of this Notice by way of an application for judicial review under Order 84 of the Rules of the Superior Court (S.I. 15 of 1986) in accordance with Sections 50 and 50A of the Act. The development will not commence until this period of 8 weeks has expired.
